I heard that you can put rubies in the weapon.
You have these rubies / topazes / emeralds after finding them in the inventory under miscellaneous. There you just use them (like a potion, for example). As a result, a window that is known from the Oblivion Enchantment Altar opens. Here you can select the armor or weapon that you want to apply the spell to. Here you can also see plain text again which effect will ultimately be active.

A value of 25 in Craftsmanship is sufficient. Now that is not exactly what one would understand by "well educated". You can push this value up a little with a scroll and with various objects, so that you certainly don't have to spend too many learning points on it.
